This project focused on security improvements and upgrades to the access control and alarm monitoring systems (ACS), to incorporate CheckPoint/Sielox, electronic personnel and materials screening, video surveillance, building intercommunications, and associated building modifications. Modifications included alterations to courtroom and public areas to accommodate equipment additions and specialized security cameras.

The security system upgrade development was based on reviews of existing systems, and discussions with a Supervising Judge from Los Angeles Superior Court and Los Angeles Sheriff Department representatives to correct deficiencies with the original security design. Implemented upgrades included:

  • Updated and integrated ACS system to log entry and exits, handle captures video from cameras, and provide graphic map for easy control
     

  • Automatic locking doors for lockdowns
     

  • Emergency lights with battery packs in key areas, such as detention control, building control, and anywhere detainees would be present, to provide interim lighting in emergency situations while the power generator comes online
     

  • Complete video surveillance tied to duress and intercom systems for audio monitoring
     

  • Black and white cameras upgraded to color high-definition models with appropriate pan, tilt, and zoom functions in courtrooms
     

  • Addition of video surveillance to cover exterior doors and judge’s parking area.
